SharePoint / BDC question

We have a solution where we're using the Share Services to connect to an LOB
system. One of our BDC application definition has an entity with several
action elements. Yesterday, we went to add another action to this entity and
after trying to import the definition we received the following exception:
Application definition import failed. The following error occurred: Cannot
create more than 20 Action objects per Entity object. Error was encountered at
or just before Line: '379' and Position: '10'.

While it is obvious what caused the error, there is surprisingly little
information on how to work-around the problem. We would like to keep all of
the actions(21 total), and it is possible that more will be required in the
future. Looking at the schema definition there isn't a limitation on the
number of actions. So it would seem that this maximum number(20) is validated
within the import method by within Shared service administration.

Has anyone encountered this problem and/or found a solution/workaround ?
