SharePoint Alert Subscribers Receive Alerts to revised but unpublished / draft documents

I have created a policy library for my organisation within MOSS. This library has a simple SPD workflow which guides approvers through the approval process. When the document has been approved and published the aim is to alert all users that a new policy is ready for digestion.

I thought this would be easy to achieve by subscribing user groups to the policy library and assumed that as they are all read only users they will be alerted only when a document is published (i.e. a change has occured to a document they have permission to). Unfortunately it seems as though they receive an alert each time a document is altered in its draft state, leading to lots of alerts link to documents they cannot see.

Does anyone know how to configure an alert that alerts users only when a document is published?

This is a known issue with the way alerts  work in a publishing environment. I am not aware of any workaround.
