Sharepoint 2010 : Web Part Error: Access denied

I have added a document library web part to my sites home page. I have
set the security so that it doesn't inherit from parent and only certain groups
can see the library web part. In MOSS 2007, the web part would not appear if
you didn't have access to it. In Sharepoint 2010, the place where the web part
is says: Web Part Error: Access denied. You do not have permission to perform
this action or access this resource.

Can you really not set the security on a list/library web part and have it
appear and not appear based on security? Am I implementing this incorrectly?

Correct, this is not the way to do this. What you want to do is apply
audience targeting to the webpart so that if a user is a member of the
audience they will see, and if not they won't.

ok, but what about security around the library or list - users will still be able to access the restricted content if they perform a search. just because you set audience targeting on the web part this doesn't set restrictions on the library/list - or has this changed too?
