SharePoint 2010 Enterprise Search site - specifying default People

I have a SharePoint 2010 Enterprise farm with user profiles and search all
configured and working well.

However, people search doesn't necessarily behave like I expected it to. I
search for a correctly spelled last name and it shows up several listings down
from where it should be.

I switch to the "Name Matches" refinement, and it floats to the top.

Any ideas on how I can make "Name Matches" the default refinement for the People
search results page?
