Sharepoint 2010 Custom Web Parts

We have some web parts from SharePoint 2003 that were built on the
microsoft.sharepoint.webpartpages.webpart base class. There are over 200
instances of them throughout our site collection.

The deployment practice at the company I work for is to drop the .dll into the
SharePoint bin directory and manually update the web.config file to add a safe
control. My manager has reservations about putting webparts in the GAC, even
though this seems to be a best practice.

We would like to upgrade these web parts to run under the
system.web.ui.webcontrols.webparts.webpart baseclass.

So I created a new VS 2010 empty sharepoint solution, added a webpart item and
transferred the business logic over. All works well on my development box
because I am deploying the solution through VS.

Following the existing deployment practice at my manager's request, I've dropped
the .dll in the bin directory in one of our 2010 development environments,
replacing the previous .dll. The web.config should not change because we are
using the same namespaces and signing key.

When I browse through the portal the webpart instances from the previous .dll
will no longer work. If I try to import one of the upgraded webparts by browsing
to the .webpart file, I get the import error message.

Can anyone steer me in the right direction? Is what I am trying to do no longer
possible in 2010 and is it mandatory to deploy web parts and other custom code
through features and solutions?
