SharePoint 2007 in a small farm environment without AD

I am trying to ascertain if MOSS can be installed in a small farm
environment without Active Directory.
Most of the KB/forums posts seem to indicate that this is not possible,
is that the case?
The deployment is 3 servers; 2 front-end/app servers with a single SQL
server. Presently, the client wishes to install this without AD.
The deployment is for a public website, largely using anonymous access
and with only a handful of authenticated users for site content updates.
For the authenticated users, they are happy to use either FBA or a VPN
solution and local accounts.
Any ideas/advice/confirmation on the feasibility?

Well, this isn't an ideal scenario, but I would think you could create
synchronized local accounts for the installation.

It's definitely not a supported configuration (if that matters in this
situation). All of the intra-farm communication other than to/from the
SQL Server is supposed to require the use of domain accounts.
Synchronized local accounts might work, but I've never heard of it
being done personally.
