I migrated to Outlook today. And now I am trying to set up a place
(document library) for people to use Outlook to send Shared Attachments .
It seems to create a document workspace for every item sent. And in
actuality the Outlook email it sends back to me is way bigger than the
document itself. So sending a notice (to me) that a document workspace
has been created for a 4kb text file that I sent to a coworker takes
400kb. My thinking was to decrease file size across bandwidth.

Can you not just send a shared attachment to a
/Shared%20Documents/Forms/AllItems.aspx page via Outlook?

In SPS 2003/WSS there are 2 things that do something similar to what you want,
but nothing that does it exactly.

1) Use a Document Workspace (what you are trying now)
2) Setup an Exchage Public Folder as the target of the email, and setup
SharePoint to pull the attachments  from that Public Folder

In SPS 2007/WSS v3 (due end of 2006) the exact functionality you describe will
be available.
