server error in '/' application

The resource cannot be found.
Description: HTTP 404. The resource you are looking for (or one of its
dependencies) could have been removed, had its name changed, or is
temporarily unavailable. Please review the following URL and make sure that
it is spelled correctly.

Requested Url: /sites/dashboard/default.aspx

i can create top level websites but after picking up the template and
getting the successful result that my website has been created at this url,
when i am accessing the website i am getting this error.

i am having this strange problem, if anyone of you have idea how to resolve
this issue please let me know.

Open up IIS manager and verify that:

1.) The web application  pool is using the correct application pool
and that the application pool you are expecting it to use is using a
service account with sufficient permissions (should be the same one
that you are using to connect to sql with usually.)
2.) Go through the virtual directories of the web application and
make sure that all virtual directories are using the correct
application pool as well.
