Sending an email to all site members

When I'm working on a document from a SharePoint site, I see a Shared Workspace pane on the right. On the Shared Workspace pane is a link to "send email to all members". I would like the same functionality on a site. How can I add a "send email to all members" on a SharePoint site?

Without custom code, I don’t know of a way to do this.
