Self-Service Site Creation

When the configuration database is created using STSADM with -hh
switch and
you enable Self-Service site creation, everything looks OK until you
click
on the link--then you get the following error message:

"Self-Service site creation is not available because there is no
inclusion
defined"


But if you attempt to do this from the GUI, although you get the
option to
enable Self-Service site creation, you can't really because it won't
allow
you to create an inclusion saying:

"cannot add the prefix "/", because its name is the same as an
existing
prefix"
