Security - Permissioning Dialog Inconsistencies

I have listed two scenarios where the selection of users and groups
varies ... I am wanting to know if this is default functionality OOTB
or if it's a configuration issue.

[#1]When in a MOSS list which is Audience enabled, I edit the list
item properties to choose a Target Audience, I choose to browse to the
Select Audience dialog ... there I can choose options of: Global
Audiences, Distribution and Security Groups and SharePoint Groups.

[#2]I then select Site Actions / Site Settings / People and Groups and
I select Add Users and again I choose to browse to the Select Audience
dialog ... here I can only perform a find and there is limited
information available.

To begin with, Audiences are not security  :-) Your audiences that are not
Active Directory (AD) based must be created and compiled in Shared Services
Provider administration. Audiences in a site  collection can be AD Distribution
Groups, AD Security Groups, or SSP Global Audiences you must compile. My
preference is SSP Global audiences because they are precompiled and therefore
are faster than 'targeting' using AD groups. If you wish to target  Audiences
that are SharePoint groups  across site collections, you could e-mail enable the
SharePoint groups so they become AD Distribution groups. You should then be able
to target content to those Audiences.

Thanks for the info; you bring up some other good points.
I was actually more curious about why the inconsistency between the
dialogs as noted in points #1 and #2 of my original email.
