Security issue

I'm sure this is something basic that I am just overlooking. I gave a
user full control to their site and they promptly broke permissions
inheritance on a bunch of libraries in their site and removed everyone
(including themselves) from being able to access the libraries. Now,
how do i get back the ability to manage the permissions on their
libraries? Do I need to do this from Central Admin? If so, what is the
correct way? I'm just learning here still.

If it is just a site  within a site collection, then a site collection
administrator will have access  to that site even though nobody else
does. That person can reassign all permissions  to inherit and get you
back access.
