Securing an Annonymous SharePoint ECM site

I have a government client that has a SharePoint ECM site with annonymous access enabled.

There are 2 different URL's with extended web applications to one Site Collection (http://englishsite/ and http://frenchsite/)

The client would like thier authors and approvers to be able to login from anywhere in the country and manage the content of the site securely (not sending their credentals in clear text)

So this is what I am looking to configure for authenication is as follows:
URL: Authentication Type: Who will access:
http://englishsite/ Annonymous only English Visitors
http://frenchsite/ Annonymous only French Visitors
https://englishsite/ NTLM only English authors and approvers
https://frenchsite/ NTLM only French authors and approvers

I don't know if this is possible or not, please let me know...

Here you have 2 authentication  type "anonymous" and "ntlm". You should create a web  app with ntlm  authentication and port 443. Then install the SSL certificate to the relevant IIS website. After you should extend your web application to another zone. Use "Anonymous" as authentication type  for the extended  web application.

You will have to provide different URL because you can't reuse the same public URL.
