Search Scopes question

What has to occur for the search scope bar at the top of the masterpage to show
"All Sites, this site: sitename, and people?"
All my masterpage is showing is "This site:site_name."
I am thoroughly confused..

At the root site of the site collection under search settings be sure it is set
to use custom scopes.
