Search Not Working for Portal Search

I have three portal sites that were created for different departments. I added
sites to each of these portals and a content source for each site. I used SPIN
to import documents into the sites. When I try to do a search from the portal
home page I get results from 2 of the portal sites. The 3rd portal site is not
returning any results from the search when I know that it should. Shared
services is not activated. This is on a SharePoint medium size farm.

Is there something I can check to figure out why the one portal site search is
not working?
