Script Document Library Creation and Security Settings

Does anyone know of a way to script the creation of a Document
Library inside a WSS site and then set the permissions of that new
library in an automated manner?

You will need to use the Sharepoint SDK and write some .NET code to achieve this

Do you have any additional information regarding how to do this? You
are speaking to a novice programmer.
