Scalability

We have a project requirement for 13000 + users geographically spread
across.(Not all may be concurrent though). Can SPS v1 handle this
kind of a number? If no, can SPS v2 handle it?

Too many variables to say for sure. Depending on the usage profile,
it should ba able to. Have you checked MS's scalability  white
paper? I used it for a guide for a project  I had complete control
over and it scaled pretty close to what they said. The key is page
requests per second. If you can approximate this it will tell you if
you're the ballpark for your sizing.

Besides the scalability  whitepaper also mentioned, look at MS Solution
of Intranets. It defines an architecture using SPS and STS that can
really scale. Even if you did want to implement the complete solution,
there is a lot of good information in the whitepaper that will help on
any large set up.
