Save as Template: "include content disabled"

What could cause the include content to be disabled in the Save as
Template for a list in SharePoint?

if the content  exceeds 10mb in disk space

Also, the Issues list  doesn't support "include Content". The best you
can do is manually copy the content  of the list to another list --
you'll have to customize a view to display all non-read-only fields.
