How to save a portal area as a site template in SPS 2003?

Just wondering if there is a way to save a portal area as a site template in SPS2003, similar to WSS site? If not then what is the link below used for? Please advice.

That is the site  template gallery not a portal  area gallery. I realize that
portal areas are actually sites but I don't remember anyone saving them as
templates. You can put regular STP files in there.

I understand there is nothing called 'portal area  gallery'. But if you go from a portal  area site  Settings you can click "Manage site template  gallery" to go to URL http://[vs]/_catalogs/wt/Forms/AllItems.aspx which I presume will always be empty as you can't save  an area as a site template. But there is an "Upload Template" button/link on the toolbar, so what are we uploading here?

I also understand, if you go from a WSS site you can save a site a template, URL will look something like http://[vs]/sites/Site1/_catalogs/wt/Forms/AllItems.aspx

Please see the URL http://[vs]/_catalogs/wt/Forms/AllItems.aspx is not a hack or a hidden URL, and the question is, what is the purpose of Upload Template link here?
Regular STP files(lists stp) files can be uploaded in http://[vs]/_catalogs/lt/Forms/AllItems.aspx

You can put WSS site  templates into this gallery. They would end in STP
and be a snapshot of a Web. The same as the site template  gallery in the
top-level Web of any site collection.

I'm not sure if STPs uploaded into this gallery are used anywhere and I
don't have an SPS 2003 environment to test it out right now. But it may
just be the WSS platform bleeding thru into portal  Server. Sorta like
you see a reference to showing lists on the quick launch or not in list
settings on a area  or meeting workspace even though this setting is
ignored by these site definitions.
