The RSS web  part is specific to SharePoint 2007 and won't work in SPS 2003. You
would need to create your own custom RSS web part  or find one written for SPS
2003 by a third party. Since SPS 2003 doesn't support RSS for its lists and
libraries I am not aware of any third party company that has written one for the
SPS 2003 environment.

You might try using FrontPage 2003 to create a data view with the RSS
feed as the data source. I haven't tried this in a while but I believe
it's possible...

It's been a while, but there used to be some commercial/shareware RSS reader web
parts for 2003.

But you can easily build one using the standard XML web  part. All you need to do
is supply the URL of the feed for the XML and an appropriate xslt file to show
the feed. For an example, see:

We used to use an xslt file from Sig Weber but his site seems to be down.

you can include a CE(Content Editor)-WP and include the script to call the
RSS feeds..

You might want to check out this site: http://www.smilinggoat.net/stuff.aspx

We've used the FeedReader web  part from here with good results.
