RMS policies retroactive in MOSS?

Quick question, we are not planning on deploying Rights Management
Server until 2008 but have MOSS coming on line in 2007. We have some
departments who want to start scanning into document libraries prior
to RMS being installed. Can RMS policies be applied to pre-existing
document libraries so that the content acquires the security settings
or is that only applied on new items being added after RMS is installed?

RMS can be applied after the fact, but you should understand what the RMS
integration actually does and does not do. RMS/MOSS is basically a MOSS
permissions extender - it automatically applies RMS permissions equivalent to
the library permissions to documents downloaded from the library and removes the
those permissions on upload. It doesn't do anything with RMS applied from a RMS
client outside MOSS.
