Rich Text Editor Problems

I'm hoping someone has run into a similar situation and may have a
solution. I have a couple users who are getting an error message
of "cannot open the Rich Text Editor" when trying to access the RTE
control in the content editor webpart. I've searched the web and have
tried all the solutions I have come across but so far none have worked.

We are using SPS 2003. The users are on WinXP and on IE 6 or 7. I've
tried adding our site to the user's trusted sites. I've added it to
their pop up blockers as an allowed site. I've unregistered and
registered the dlls (dhtmled.ocx, triedit.dll). I've even enabled
activex controls through outlook web access as someone suggested.

Based on net searches the above seems to work for some but it seems
there is an audience out there it is not working for. Has anyone tried
any other solutions short of rebuilding a user's PC?

Look for manage Add-Ons in Internet Explorer Settings
