Restricting main site and subsite Group permissions

I am trying to setup a demo Collaboration Portal to show various features in MOSS. As a starter I created my main top level site, then went about creating my various subsites ("HR", "TechSupport" etc) to reflect the divisions within the company. Now since each subsite inherits the group permissions from the top level site how do I go about limiting the permissions so that for example only members of "HR" can add announcements on the HR subsite or TechSupport Managers can only create document libraries on the TechSupport site. Are there best practices I should be following?

In this instance, you may have to break permission inheritance as each sub site  will have its own specific security settings. It's not a big deal, but is quite a bit more to manage if you are going to be adding multiple sub sites.
