Restoring WSS

This is the case:
I have a WSS 3.0 site collection for my department at work. Due to
hardware limitations the databases for the site were in an external
USB that just crashed.
I have the databases backup and have restored them to a new external
drive. I've re-attached the db using SQL and everything have
apparently successfully completed but I'm getting the msg: "Cannot
connect to the configuration database".

Can anybody tell me how I can restore my site or prompt me in the
right direction?

Is the new database  using exactly the same permissions and connection
parameters as the old one? If the database host or instance name has
changed this would cause that error.

Yes, the server is still the same, we were backing up the databases
every day and all we did was restore  them to a new external hard drive
and re-attached  them. I'm sure I'm missing something, I've always
used stsadm to backup  and restore but my backups were in the same
drive that crashed  (I know...) and I thought that it was my backup
files the ones being backed up but it was the databases  themselves.
