CANNOT RESTORE SP backup file using msdmback utility!

I cannot restore SharePoint Portal Server data using the msdmback utility I
keep on getting the following errors:

The server was unable to add the virtual root '/SharePoint Portal Server'
for the directory '\\.\backofficestorage\localhost\SharePoint Portal Server'
due to the following error: The system cannot find the path specified. The
data is the error code.

This is a fresh new install of Windows 2000 Server, Windows 2000 SP3, IE6
and SharePoint SP1 with no other software is installed.

I need some assistance ASAP.
