restore site with permissions intact

What I want to do is be able to restore SharePoint sub sites so that
the permissions for the document libraries are retained.

As of now, using standard SharePoint backup options and FrontPage
backup/restore, I can restore the SharePoint subsite but either the
permissions are inherited from the parent site (which I don't want,
since it opens access to libraries I don't want open) or I have to give
the site unique permissions, meaning I have to reassign all unique
permissions for the document libraries, and the sites I want to backup
have document libraries that are to be restricted to only certain users
of the subsite.

Does anyone have any suggestions like a backup program that can do this?

i dont like offering commercial solutions, but this one i do like and will be purchasing for our environment :)

What do you mean? You mean you're trying to backups webs underneath a
site collection? Your best chance is AvePoint but I'm not sure that
they will have the functionality you need.

yes I am essentially trying
to backup  websites that are beneath a site  collection, and then
restore them so that the structure can be used to create another site.
Getting the permissions  restored properly is particularly important
to me.

I will look up the AvePoint software you suggested.
