Could anyone tell me what I'm doing wrong here...

Here is a copy and past of the command lines:

C:\Program Files\Common Files\Microsoft Shared\web server
extensions\60\BIN>smigrate -r -w http://sharepoint/ -f C:\Drop

I have tried the following:

Restore without a site of the same name

Restore to a site with the same name without a template applied

Restore to a site with the same template applied

The -w info needs to have the complete URL to a an existing site without a
template (e.g. http://sharepoint/sites/thesite) - in your example it is
attempting to restore  to the top level which already has a template.

I realized this and tried this:

C:\Program Files\Common Files\Microsoft Shared\web server
extensions\60\BIN>smigrate -r -w http://sharepoint/citibank -f
C:\Drop\Citibank.fwp -u moonlighting\administrator -pw ******

http://sharepoint/citibank is not a web. Perhaps you meant: http://sharepoint/

I tried it without the subsite as listed, with the subsite without a template
applied, and with a subsite with a template applied..

Any Ideas?

How are you creating the site/subsite without a template, and are you certain
you are using the correct URL? The error message you are getting indicates the
site/subsite at your example URL doesn't exist.
