Restore Portal in another server

i can restore one Sharepoint Portal and two Sharepoint Service to another
server. How i do this? I can´t restore dabases, only sites to another
server.
what the best pratice to backup and restore?

What is SharePoint versions you are using ? you can copy only the three mainly
databases through MS SQL server Management Studio (SITE , PROF and Content) then
restore them in the new server using SQL Server as well. Now once you've
installed SharePoint on this new server it will ask you if you want to restore
from existing databases. Others easy steps and you will make it done.
