Restore errors using stsadm.exe

I am trying to restore a site collection using the stsadm tool and keep
receiving multiple errors. I am running WSS v3.

I ran the following through the cmd line:
stsadm.exe -o restore -url https://servername/sites/sitename -filename
sitename.dat -overwrite

and received this error:
Access is denied. (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED))

I then deleted the site collection and re-ran the previous line, in the
command line it said the operation completed successfully, but when I
browse to the site I get the following error message:
Exception from HRESULT: 0x81070215

Any ideas are greatly appreciated.
