Restore an Area deleted

How do I restore an Area deleted.

IS there a way to reorganize the areas displayed on top bar.

You cannot restore  individual areas.

Use the Manage Portal Site link to manage your flexible taxonomies. Note you can drag-n-drop your sites around your portal structure.
