Resticted access to list View

In WSS site i created a List, Which contain the multiple records as per the
Department.
and I created a view to filter as per Department wise.

Is there is any way that when the user of that department logs in to this
site can view only that department view,
any suggesstion ???

i.e can we restict the access or view from certain people/group as per
condition.

There is no way that I know of to security restrict a custom view  of a
list. However, you could set individual permissions on the records  in
the list  so that only users from the right department  have rights to the
list item. This is usually a burden to do manually, but I have an
article posted on my BLOG that shows how to create an event handler for
a list that automatically sets security based on the content type of the
list item. You could easily modify this event handler to automatically
set security on an item based on the group membership of the user
creating the item in the list. The blog entry is here:

but this article seems to be MOSS2007 related,
I m refering SPS2003, wss2.0 and in wss  2.0 list  type, there is
no event handler it's only for the document library
so any solution for this.

Can we refer the Top level site  web part in the sub site?

Sorry, I didn't know it was wss  v2. I don't think there is any way to
do this in Sharepoint 2003.
