Using Resource Files to Create Multilingual

On p. 490-493, you discuss some topics related to producing multi-language
sites and for example, mention "The name/value pairs can easily be displayed
to the user in the user's language based on the user's locale".

Is this true?

I thought WSS 3.0/MOSS always displayed a site UI in the language that was
chosen when the site was created? ...assuming multiple language packs are
installed.
