Rendering of SearchResultManagement control on search.aspx

I am working on heavy UI customization of an SPS 2003 installation.
The file, search.aspx in the SPS folder, is giving me some difficulty.
I have replaced nearly all of the HTML between the BODY tags with
custom HTML to match the company branding. I have preserved all
SharePoint controls that were present before the modifications.
Everything works fine except the SearchResultManagement control no
longer reders correctly. The control still renders but only
displays "Select View:" but none of the options below it.

I've replaced back the old search.aspx file and the control works
correctly. I am unable to determine what is causing this error. I
have started over and rebranded the page piece by piece to see when the
menu quits working, but it seems like the page gets cached on the
server somehow. We are running Active Directory and when I sign into a
machine, I can now see the navigation in its entirety but when others
sign in, they cannot.
