Render HTML on DispForm & AllItems vs PageLayout

I have a EnhancedText column that I use within a custom list.

The Sharepoint Editor appears and when I save the list item
AllItems.aspx appropriately shows me the rendered html.

I use the same column within a custom pagelayout (so the control renders
as a text area). I was able to get the Sharepoint Editor to appear as
normal using the script below, but when I exit edit mode the page
renders html tags that were either encoded when they were saved or when
they were retrieved.

Were they encoded on saving or retrieving? How can I tell?

I tried changing the @page directive attribute validaterequest="false"
but I get this error:

The validaterequest attribute on the page directive is not allowed in
this page.

However DispForm.aspx and AllItems.aspx render the Rich text field with
the correct decoded html tags, I want to do that!
