Removing the ability to create Picture and Forms Libraries

We have customers who need to be able to restrict the
creation of lists within a site (Team site beneath
Portal), so that users are unable to create "picture
libraries" and "forms libraries".
I have confirmed that this is not possible "OOB" in
SharePoint through the interface.
We need to know if this is possible to accomplish
through the Object Model.
