To avoide unghosting, try this in a hidden CEWP.

#ModifyPageLink {display:none}

2) for example
append ?toolpaneview=2 to drop a CEWP

#diidUp {display:none}

But to hide it globally add these to the style sheet.

#ModifyPageLink and #diidUp

I'm basically a SharePoint developer, don't know the correct answer to the first question. For second question just do HTML view source of the web page  and search for a text nearby.

Curious why you say that you have to have it open on anonymous access? You could always have an extranet that restricts access and is not open to everyone. . .

we are not using ISA server.
we need the Home page  of sharepoint accessible to everyone without
username and

we have given anonymous access to the portal for home area.
Now our employees are unable to access through their username and pwd.
as everybody is accessing through the anonymous access only.
