Remove incoming email settings from Design permission level

Incoming email is setup in central admin. By default, Design permission level
allows user to setup incoming email for document library. However, I would like
to take away this specific permission from the Design permission level.

By comparing the Design level and Contribute level, I could not figure out what
permission to take away. Does anyone know which permission should I take away?

Also is it possible to disable or remove Incoming e-mail settings link under
Communications of list settings page? I googled HideCustomAction and it does not
seem like it can help either.

Did you try turning off the Create Alerts option in List permissions of
Design role?
Try with this link
http://<yoursite>/_layouts/editrole.aspx?role=Design<http://%3cyoursite%3e/_layo\
uts/editrole.aspx?role=Design>

Under List Permissions, make sure Create Alerts is unchecked. Hope this
works.
