Record level security in a list?

Similar to the question asked by Piotr Stapp, I need to know if it's possible to restrict access to items in a list such that User A can see all items, but User B can only see those that they created or are an approver on. Or it could be we want to restrict access by AD group. We have a forms library that will contain HR forms created in InfoPath Forms Services (browser only, IRM not possible). We wanted the list to be open to the enterprise so that any employee can *create* a request. Some of the forms do have sensitive information on them, so we don't want every employee being able to open everybody else's requests. It would be better if they would only see the requests that pertained to them only. This kind of functionality was easy in Lotus Notes, which is what we are migrating from.

There are a couple more options:

1) Most lists have permissions settings to allow "Only your own" permissions

2) You could create  an event handler (custom code) that would actively change the permissions on new items  as they are created  to lock them down to a custom set of users.
