Readers right Issue

I came across that users with readers right are able
to do attachment in Announcements... how can i avoid
this?????

Oneone came across this issue???

I need to proivde access to all my employees as
readers but when i assign the group as readers they
are prompted with user name and passwork for 2 to 3
times and says you are not authorized to access the
site. Where is the Problem????
