How can Reader/Author minimize /restore Web part ? By default only
coordinators can minimize /restore web parts? Is there any way
users/autors can have this ability?

Out of the box, I do not think that a reader or author can minimize  or
restore. Also to note, and someone will correct me if I am wrong, if
someone minimizes a web  part, then it is minimized for all.

1.You need Remove the statement
<xsl:if test="DDF:CanPersonalize[.='1']">
In dbview_ie.xsl near the plus.gif .

2.Search the OnMinRestoreClick function in file dbview_ie.js an comment the
lines

varProp =
part.Properties.Add("urn:schemas-microsoft-com:webpart:FrameState");
varProp.Value = "0";
part.Save();

And

varProp =
part.Properties.Add("urn:schemas-microsoft-com:webpart:FrameState");
varProp.Value = "1";
part.Save();

Administrator can allow users to minimize  or remove
the webparts. Once they remove, I am not sure if they
can restore it themselves, but oonce they minimze,
they can again maximize them in no time.
