A reader cannot see the version history ??

I have this document that is published twice. As an author, I can
perfectly see the two versions in version history, and I can also
consult the two versions. As a reader nothing is visible !
Can anybody explain how this is possible ?

You are correct... And the only reason admins can is that they gain
coordinator rights... So really it is just coordinators and authors.

Well actually, a local admin does not get coordinator rights, they have
their own "role" so to speak. Basically they have read access across the
board and the right to change security. They can not edit or check out.
I do not think that they can make changes to the workspace that a
coordinator role is responsible for.
