One Reader at a time in a Document Library

Does anyone know if you can restrict a Document library to allow only one READER
at a time per document?

This is to support a contractual allowance to some reference material that is
formated as PDF's. Only one person is allowed to view them at a time.

That would require some sort of "smart" client application with a way to
enforce what you want. The way SharePoint (and most other web apps)
work is that a copy of the file is downloaded locally to the client for
viewing - once the download is complete the server has no further
control over the file. This can be mitigated somewhat in SharePoint by
enabling IRM on items in the SharePoint document  library, but I don't
think "1 active read at a time" is a policy IRM is capable of enforcing.
