Reader Access

When we allow a reader into the site and they click on "Documents and
Lists" and then click on "Meeting Workspaces" - they are prompted for
credentials - is this by design? Do you have to have contributor
level access to even view the meeting workspaces

ok.. correction.. I guess they are not being prompted  for credentials
they simply just don't see any of the meeting  workspaces that are out
there - I am assuming that it is because they were not invited to the
meetings so therefore security is keeping them from seeing the meeting
workspaces - is this true??

This is true. They will only see the Meeting Workspaces that they have
permission to enter.

I just tested this scenario and the users I associated with the default
Reader site  Group could click  on the "Meeting Workspaces" link on the
"Documents and Lists" page and view  all the Meeting Workspaces defined
as child sites.

You may want to retest this.
