Read-Only Docs

For some reason, anytime we have a user that is accessing our single server
SPS2003 site from outside our network, all of the documents in the document
libraries are being displayed as read-only. Anyone have a clue as to why
this is? When accessing the same site, with the same user account from
inside the network, the documents can be accessed and modified.

Different browser settings? Is the user  choosing to Edit the document
from the ECB smart menu or just clicking on the document name?
