Read announcements from sharepoint

I am new to Sharepoint administration as well as programming.
I am currently wirtting an application using ASP.NET 2.0
I have a Sharepoint portal running on another server. I want to read the
announcements which are visible on the sharepoint portal. So effectively, the
administrator will be adding the announcements on the Sharepoint server and they
will be visible on my page.

Please guide me how I should go about this.

I would use the lists web service to read  the announcements.

First of all... what version are you running  both Sharepoint and Office?
