How do i get it so that quick links open in a new window instead of the
current window.

Change the XSL part of the Quick Links webpart

Where the A HREF is built add the following line under the HREF XSL command:

Find this line:

<xsl:attribute name="href"><xsl:value-of
select="dav:propstat/dav:prop/attributes:ShortcutTarget"/></xsl:attribute>

And add right behind it, the following line:

<xsl:attribute name="target">blank</xsl:attribute>

Then find this line:

<xsl:attribute name="href"><xsl:for-each
select="dav:propstat/dav:prop/dav:href"><xsl:eval>safeUnicodeUrlFromUtf8Cano
nicalizedUrl(this.text);</xsl:eval></xsl:for-each>

</xsl:attribute>

And add the following line behind it:

<xsl:attribute name="target">blank</xsl:attribute>

Note that when upgrading your workspace with either a SP or a newer version
of SPS (future), this customizations will be lost and you will have to redo
the work.
