I presume you are using Windows SharePoint Services.

It's newsgroup is at microsoft.public.sharepoint.windowsservices

Before you post there make sure you mean Quick Launch and not the order  of
Views.

(Quick Launch can be amended easily using FrontPage 2003 [FrontPage 2002 for
SharePoint team Services] but the order of Views cannot except by
re-creating them in the order you want)

But please post the question (if the above doesn't answer it) and follow-ups
there *unless* you actully have SharePoint team Services ...
