Publishing pages won't open in edit mode

I'm running MOSS2007, SP2

Publishing site with Workflow

I'm having issues with my publishing pages. Initially when I first created the site, every time I hit a page in the Pages list it would show me the edit toolbar and my content management controls. All of a sudden (yea, I'm sure someone did something) the pages will not open in edit mode. The only way I can get them to open in edit mode is to open them via SPD. I'm an administrator on the machine so I'm pretty sure it's not a security issue. I assigned other users Contribute and Approver roles and they are having the same issue.

I discovered the problem. It was b/c the page was published. I had to "unpublish" the page in order to see the edit toolbar. The master page has been branded so there was no "Site Action" menu, but unpublishing did the trick.
