Publishing MOSS with ISA

Is public IP necessary for publishing sharepoint site's to internet using ISA
Server 2006.

Perhaps there is more to your question than you have put in your post, but
in order to access anything from the Internet there must be a public  address
in the mix. The address that is used could simply be the external address of
your ISA server (which it most likely will be when you are using ISA server)
and then ISA will forward the incoming request to the proper internal server
based upon the URL and your publishing  rules.
