When initially copying the backup file to the production server, the
network connection had been broken, so the transfer was never completed.
I was attempting the restore against a corrupted backup file.

I recopied the backup file to production, ran the restore command again,
and "Operation completed successfully".

Don't you just love error messages that don't tell you what really went
wrong.
